Unfair jobsite?

Job advice needed about 2 years ago i was made manager at my job and put fully in charge (mainly due to the owner opening another branch ) fast foward 2 years later and the new branch is working out great and now the owner has slowly started being around more which has started to cause issues we have a small staff of about 8 people and everyone has their own job so when someone is missing everyone else has to work harder .for the past 3 months the owner has given 3 employees the permission to work 1/2 of their normal hrs instead of the full 40hrs everyone else works meaning half of the week me and the other guys are forced to do our work and the work of the other 3 people as well not to mention im being constant hassled to keep the same level of production that i had with a full staff ive brought this to the owner attention and his answer was basically "theyre busy outside of work with other things" i love my job but cant put up with this much longer aitah for wanting to call it quits (the main reason i havent is because i dont want to leave the other guys in a even worse work environment) what would do to fix this situation
