CBD seems futile being downstream of ADHD Executive Dysfunction

Does it feel to anyone else that CBT is kind of futile? because it's downstream of the real problem which is the executive dysfunction?
By that I mean that CBT requires skills that overlap with executive functions—the very areas where ADHD creates difficulties. This includes planning, organizing thoughts, maintaining focus, and implementing strategies consistently.
It just feels like trying to build a house when you haven't even got the foundations down.
