I’m paying better attention and people are shocked? (Really need help with understanding this)

I’m getting better at paying attention. And I can’t tell what it is but I noticed something that has released some type of hidden anxiety in me. All it takes is that I look at someone quietly when they speak; they could be —say— tying their shoes, or eating from a plate, and when they look up to make eye contact there’s this familiar but quick jerk reaction, as if something caught them off-guard. Are people shocked at the fact that I’m looking at them when they talk? Has anyone else had this happened to them? Is it just me?
