I've been in touch with the publisher it looks like this is the gist of the situation: signed copies of The 99pi City ran out and they're in the process of restocking, but only to fulfill existing orders (i.e. will not accept new orders).
So if you're in Canada and want a signed copy, the two ways I know are: (1) find an independent store that has some, or (2) wait on Amazon, assuming you have an already-placed order that is in your order queue. What this also means, though, is that if you want your signed copy from Amazon.ca, definitely do not cancel your existing order because they likely won't be available on that site again. (This has been frustrating for us, too, FWIW)
Apologies to anyone impacted by the delay, but hope your books get to you soon!
P.S. Apparently Barnes & Noble does also sell to Canada, but the shipping is $15.
