when to follow up during the hiring process?

Seems like a silly question but I'm just waiting for background check to finish before I can get my official offer letter and it's been about 2-3 weeks since I've communicated with the departments and they asked for patience and explained the process can take over a month when would it be appropriate to start asking them if I'm still being considered for the position? I don't want to become such a nuance that it reflects poorly more or less.
