Tip for taking leg measurement?

It's been a week (down over four pounds). Lost a couple total inches. But how do I measure my leg accurately?

Unlike hips and naval, there's no steady point to use to measure against. So I can't tell if I'm hitting the same spot as last week, or getting a "level" measurement. Seems like a tricky spot to measure.

Also, is there a way to measure body fat % without making an appointment at one of these places?
