Is WH40K Gladicus a good 4x? A good civilization-like?

I recently got some money and I was looking to buying Gladicus or Civ Beyond Earth. I played CivBE a few but I haven't played Gladicus. What I loved from CivBE is that is mostly a reskin of Civ V. I love developing stuff, tech trees and building/improving tiles.
I've heard Gladicus is more focused on combat... is that true? I really love WH40k but I want to develop a culture/city with new techs and unlock stuff as I create buildings and upgrades. I'm inclined to try Gladicus but if its only combat focused and nothing about improving, city building and tech trees I think I'll pass.
