So, comparing the two, assuming you got your WS and AGI attributes equal, I don't see any real reason to take the parry skill except to maybe use the counter attack talent.
I am pretty sure you can't parry energy weapons with a shield, what about solid projectile bullets?
Edit: Apparently a "Silver Shield" can in fact, parry energy weapons. It's a niche case though.
Also, parry can stack to crazy amounts, but if the cost is the same to upgrade, dodge is hands down the better choice in general. Unless you're going to pick up the 'counter attack' talent.
