In a game with a min-maxer who wants to pvp because I don't play "optimally".

TL;DR - Help me make a min-max PC that either closes gaps quick and does massive dmg/grapple up close, or does lots of damage from afar. Help me redditors, you're my only hope. 3000xp base for this character creation.

So, I'm playing a sanctioned Psyker in DH2. It's been a while and I didn't remember I could use fate points to re-roll doubles. We have a guy in the party who vehemently reminds me, every time I roll focus power tests. I don't think min-max-Weebo realizes I ignore him when he does.
First time I use my warp sense power, get doubles, cause people around me to go crazy, and we're in our first fight. Our antagonist grumbles and complains, but we get away with some minor scrapes and we finish the session with more xp because of it. This guy made a very "face" character adeptus mechanicus that's also our medicae. Medicae skill over 9000 after character creation, so all boo-boo's get patched up at the end. Even goes as far as churching up that without him, the party would be down hp (all 3). DM tells us we got extra coins because we actually had a fight and got through what he thought we would run from nearly unscathed. Even with one guy who was stunned for 2 rounds.

Chap "reminds me" that I can use fate points to reroll doubles. Cool bud, thanks.

Next game, session is going alright, we encounter some warp entities that far outnumber us, we run, since I'm the only one who can hurt these things. Later we burn a body we find, it was infested with eggs. Session would go way smoother if someone would stop arguing with the DM about investigation vs awareness checks and other stupid shit.

Get back to our general hab area. Guardsman approaches me and chats me up because I look like the friendly type (my character looks like a "buff space freddy mercury").
For funsies, I decide to read his thoughts. I'm curious as to why this random guard on the job walks up to me and starts talking to me, and not the scantily clad adeptus mechanicus party face person. Win the focus test with a crit, I basically see that he's making conversation because he's bored outta his mind and nothing interesting happens around here. My character is hot and he's thinking of swinging for the same team (if you know what I mean).

This guardsman is young, like 19. So the following conversation ends as such;
Me: "Well boyo, I gots to go. However, you might want to consider finding a new job or getting relocated real far, real fast."
Guard: "uh what do you mean by that?"
Me: "Demons lad. They're coming, and soon. That's why we stand out like a sore thumb to you. We've been sent to try and stop em. Chances are, you don't have sanctified ammo in that lasgun you're carrying, or do ya?"

Guard excused himself. Goes up to his supervisor, and is talking to him, looking shaken. Of course, I wanna know what the supervisor thinks, so, telepathic link check.

Roll doubles. Min-max-Mcmuffin tells me to use a fate point to re-roll, but I go "naw, but I will reduce the result by my WP bonus." Roll and get a 38 after reducing by 5. Daemonic Mask, for a few seconds my face turns into that of a daemon, and everyone looking has to make a fear test. The kid is looking at me the whole time he's talking to his supervisor. Fucking. Perfect. Everyone is dying, except for one. Min-max-mcgee attacks me gets a righteous fury hit, to which he says "I wasn't trying to hurt him, just give him a good bonk". I try to retaliate but fail the WP test, and roll something really sadly low on the psychic phenomenon table. So, basically nothing happens. Other PCs intervene, guns are drawn, talking happens and guards more or less interrupt our interpersonal conflict as the fear effect is spreading. We run, and finish the session.

I wait till the end of the session and then call him out on this and all the other bs he's said and done throughout the session. He backpedals, makes his reasoning, which is then shot down hard by the group. He holds firm to his "in character beliefs that I'm a danger to the party." So, I figure he's going to try and kill me at some point. Thing is, I don't know how to min-max a character and he does. So, if it really comes to blows, I'm at a big disadvantage since he's spec'd out for sniping and has his shock tentacles. Somewhat unrelated side note, he likes to have his character take every opportunity to do things nude, or use his feminine features whenever possible, and went as far as to ask us "why did no one say anything about me opening the door naked". Guy is a trip I tell you.

I'll assume he's going to kill me at this point, and if/when he does, I want to make a new PC that's spec'd out to be his anathema. I would love to be a huge hulking brute that grapples and uses a big 2-handed hammer, but since he likes sniping from afar, that could be a bit rough.

And that's where I ask youses all for help making my next character. Something I can have on the back-burner for "just in case".

Help me theory-craft a min-max pc designed specifically for closing gaps and killing in close range. Or doing lots of damage from afar.

I think 3k xp for character creation would be a good base number to work with.

This might be a moot point also since the DM is liking him less and less. With his constant rules-lawyering and complaining about mundane stuff. But I like being prepared where in lieu of logical bombardments won't reach this guy, the death of his PC would.
