I know that itās mostly because the imperium in the setting is meant to be humanity at its worst and grimdarkest, but Iām curious. What happened that made the emperor decide that any alien races even the peaceful ones who were just kinda chilling had to go?
Was there a first contact that went really poorly before the emperor rose to power? Did he get rejected from a galactic federation heād been eyeing even though he kept telling them what a nice guy he was? Was he really scared by āIndependence Dayā (1996) and figured heād not take any chances? What sparked his hatred for the aliens in the universe?

Having Dark Eldar murder circuses basically right on your doorstep probably has that effect on people. Until the Great Crusade any world that regressed was basically free game and IIRC the Sol system itself had several Xeno enclaves where they ruled unopposed.
