I've always liked the Tau to be honest, and heard stories that this was the case, that they were eventually retconned to be more sinister to keep in line with the "everyone is evil and grimdark" motif. Along the same lines, they were made weaker because everyone in the setting who isn't orks, chaos or tyranids (or arguably the Imperium) has to be miserable and facing annihilation all the time. Just wondering if someone who has more knowledge can confirm or deny this.
Less that and more that it was felt like they were given too many technological and societal freebies in a universe that tends to cut the tall poppies quite readily. How much of the grimdarkening was due to fan feedback is uncertain but recently they've stepped off it quite a bit such as softening the implication of ubiquitous mind control which stands in a larger trend of making the verse less grimdark in general due to the large population of people from other IPs migrating due to their rapid deterioration.
