Can the Leagues of Votann have the first fully robotic army?

This thought has tumbled around in my head since the LoV were announced and I have yet to see anyone discuss it; the Leagues incorporate artificially intelligent robots in their ranks and even treat them as full citizens, so it seems that you could totally have an entirely robotic army!

If you were able to obtain enough of those little robot heads, you could put them on every unit and have an entire AI force -- which seems to me to be, more or less, unheard of in the 40th millennium. I do not see necrons as valid for this because they were living beings that transferred into robotic bodies and are not truly artificial intelligence.

I'm not an expert on Votann lore, so perhaps there is a precedent for this? Like an entire league devoted to the AI's, for example, or maybe some kind of stipulation that robots aren't able to hold positions of power within the leagues? I didn't come across anything in my little bit of research, other than that they just treat the robots like normal Kin.

Has anyone encountered a fully robotic Votann army? Is there any lore that addresses this specifically that I may have missed? I'm fairly certain that no other faction has the potential for full automation in such a capacity, but what do you all think?

I have yet to start collecting Votann, but I find this idea extremely intriguing, and I think it would allow for some cool visuals too, such as Cthonian Berserkers with synthetic-looking skin & muscles or the Brokhyr Thunderkin being robots in exosuits.

EDIT: I should have been clearer in this post that my main focus is that the Ironkin are artificially intelligent, not just that they are mechanical. Also I did say in the post that I feel Necron don't count (yes they have artificially intelligent canoptek constructs, I am aware) and despite the argument that all necrons are AI because they are merely digital copies of Necrontyr consciousness, I am not swayed and still feel like Necrons don't count as truly artificially intelligent.
