Help Deciding Spell List, and Maybe Stat Spread, for Buffed School of Necromancy Wizard

So, I am swapping characters, and need help picking the Spell List for a 4th level School of Necromancy Wizard (To my DM, sorry if you see this, I am just STRUGGLING with this Spell List). Grim Harvest and Undead Thralls are receiving buffs with the level 10 and 14 features to be decided later if we get to that point.

Grim Harvest is receiving a buff that spells of 1st level and higher will deal additional damage equal to PB Spell's Level (I will have to check with my DM, but there was also discussion of changing Ray of Sickness' damage type to necrotic), and Undead Thralls is changed to work with Summon Undead, including Skeletal Form, which is the form I plan to use almost exclusively. Instead of Undead Thralls summoning an extra Undead Spirit with Summon Undead, the spell has infinite duration, with the caveat of still consuming concentration, which is a restriction that I proposed.

I am playing a Kalashtar, pre-racial ASI starting stats of 18, 16, 13, 13, 10, 8. I can roll a single d4 and apply a buff to one of those stats, but also decrease another stat by the same number (everyone started with this same spread and additional option, which was rolled), but I don't really know what I would want to do with that, if anything, and obviously being level 4, I am open to some feat suggestions, but I am already considering the usual options like War Caster, Resilient: Constitution, and Telekinetic. If, for some reason, it matters, the character is *not* an evil character, they are a good character.
