[Troubleshooting] How to fix a bad spot on my Prusa PEI surface?

For whatever reason there seems to be a single bad spot on my print bed right in the middle between the two screws where filament just does not want to stick. For smaller prints I can just move them off to the side so they avoid that spot, but larger ones are a bit trickier if they have a flat base or need supports.
I've tried cleaning it usually clean it with isopropanol but saw that acetone can do a better job if used occasionally. Well, that didn't help and that spot still peels up when putting down an otherwise perfect first layer. Some other research turned up that I could try roughing up the PEI surface with fine grit sandpaper, but before I do that I was wondering if anyone else has resolved an issue like this.
