PLA And 0% Humidity

Hey guys! So, I'm a 3D printer vendor, and I've come across a question from a customer that's beyond my expertise. I've told him about how PLA should ideally be stored in plastic bins or vacuum sealed plastic, to keep humidity levels low. He apparently has "dry boxes" that could keep the contents at a 0% humidity level. Is this the perfect, ideal environment for PLA to be stored in? Is it too dry and would somehow harm the filament?
