What kind of slicer do I need to get my 3D printer to print more Freeform instead of layers.

I recently ran into this clickbait image for a shitty course on Domestika which seems to include nothing but the bare minimum basics of how to model and print your 3D model.

Even though there are obvious issues here like the spaghetti arches not having support at their apex it did get my thinking a bit.

Is there a slicer or way that allows you to do small features in a freeform way rather than by layer. If you say wanted to actually have the print deposit a line of filament on a specified path in 3D space?

Obviously this would be very advanced, likely to fail, and have to be so meticulously thought about but what if you wanted to do that?

I also realize printing by layers could approximate the same features but it couldn’t do so with the same accuracy. And with the picture in the photo arguably the strands are a part of the objects expression.
