Why retraction still happens after disabling all settings in Cura that are related to retraction?

I am using Ultimaker 3 extended, tried to disable retraction as much as possible. I've scrubbed all settings in Cura that seem related, almost all retraction is gone except one last piece: a very small retraction happens (a few mm) every time the nozzle is about to print an inner wall. after the inner wall is printed, the filament is pushed forward a little before the nozzle starts to print the outer wall, then pushed forward a little again before it starts to print infills.

Combing is abled and a very large max combing distance is given. Any idea how I can disable this little bit of retraction?
