What's the best way for a 7 year old to spend $20 on the eShop ?

I got my son a 2DS for Christmas with Pokemon X, and "Attack of the Friday Night Monsters". He also got Skylanders and a $20 eshop Gift card for Christmas and we're not sure what to get.

He's kind of a beginner player, but I'm a retro gamer and he'll play anything going back to Atari 2600 so Gameboy / color, B W gameboy or NES games etc... are all fair game.

I was thinking maybe one of the Harvest moons as he loves animals, but I'm not even sure which one(s) are good. I am hoping to get at least 2 games with this money (and I'll cover tax if we go over), but could use some help in picking them. Any suggestions would be helpful and I'll end up going over the list with him to see which he likes given the selections.

So, How would you spend it?
