Is there a way to set up a Nintendo Zone relay point?

I'm not talking Homepass. I want something like this:

Abigail plays her 3DS in the game room at 8 in the morning, then leaves.

Bruce plays his 3DS in the game room at 10 in the morning. He gets Abigail's Streetpass. He then leaves.

Chris plays his 3DS in the game room at noon. He gets Abigail and Bruce's Streetpasses.

I'd love to talk to my university's game room to see about installing a homebrew Nintendo Zone because we have so many 3DS players, but wasn't sure if it would even be feasible. Has anyone seen or made one before?
