Streepass Question

Quick question about streetpass. I just street passed with my work friend and when I went to play the games I realized that my plaza went from 600 population to 1600.
The only strange thing is that I am only able to play games with my friend.
It seems street pass added over a thousand miis to my plaza but I couldn't play with them
Anyone else experienced this or heard of this happening before?
