Loosing fuel pressure after engine is turned off.

While trying to troubleshoot a loss of power issue I decided to check fuel pressure and try to confirm the FPR is working correctly. At idle I have around 36psi, when I disconnect the vacuum line to the FPR I get around 45psi so I assume the FPR is working properly. However I found that once I turned the engine off I started loosing pressure pretty quickly. I've shared a video of the test with the FPR. Im Looking for advice on how to troubleshoot where the pressure is being lost.
