Heater core issues

I’ve been in the slow process of trying to attempt to fix my ac issues in my 1990 z32, first I thought it was a mode door actuator, but as I had the dash out and can see into the heater core as I was replacing parts. I saw that when I turn the ac off my vents open and when I put it in the auto function my vents start closing, tried changing the ECU to see if that fixed my issue but still nothing. Could it be a bad climate control? Thanks again
