Are capsules underdosed like pills?

So it’s pretty common knowledge that 2cb presses pills are very commonly underdosed. But is this often the same with capsules? I bought a 25mg capsule because that was the only one I had access to and want to be only taking 20mg. Would it likely be 20mg underdosed or is that just the case with pills.
