Although I don't see massive negative feedback

I didn't see much of a negative feedback to the delay, otherwise I woulda have suggested to run the same league twice one in Nov of this year and one in Jan of next year. You could argue its anti competitive, I would argue its actually adds competitiveness because someone can play two leagues, and on the 2nd round All the players that are competitive would have more game sense and a better plan. Also the rewards can be locked to only 1 of the leagues, because you can play both--meaning if you want to use your rewards from the first 'round' you can but if you want to use your rewards(points) from the 2nd'round' you only can if you didn't use the rewards(points) from the first. I was thinking that this was actually a very bad mistake on Jagex part with very real life consequences and inconveniences for many people. This may also help competitive players because the 2nd run would be more polished of bugs and unintended mechanics with the first round. Also having options on which round you want to play in is nice.

I also feel like there is not too much negative feedback, but that most of the people effected are being silent. This was decided too close to release.

I also believe Leagues should be permanent with a few worlds allocated to each leagues that came out and the same time constraint for every account. This would allow players to compete permanently(on more polished versions) and could allow for a great speed running scene, it would also allow players to casually enjoy a leagues they played before or missed out on.

BTW: If you are a competitive group iron man player with a competitive group iron man team that was not going to partake in leagues(November release) you fall under "unaffected" category. If you are a GIM player with a GIM team that might be more casual and put time aside for leagues or play leagues solely upon November release your category is situational.
