How do I get a successful appeal for one but not the other?

I appealed 2 offenses that had happened on my account, unfortunately I was deployed for 9 months and was unable to keep up with my account and checking on it. I just got home and found out that my account had been banned. The first offense committed on my account had the appeal accepted, however the second offense was denied and now my account is permanently locked with no chance of recovery? Is there anything I can do? This is not a ban appeal I’m just genuinely curious as to how your system works…
