How do you make friends on OSRS nowadays?

I remember back when I played in 2012 people talked all the time and I had no problem making friends. Maybe it was because I was younger but even nowadays when I chat with people they barely speak and it sucks.
I have 2k hours on my ironman and I've never once even added someone to my friendslist in that time. I know the experience of playing RS as an ironman is even "more" of a singleplayer experience but I honestly have no idea how to make friends in this game nowadays. Anyone have advice?
