A wife should be submissive and obedient to her husband.
There is an element of "built in" expectation of obedience by virtue of the position and authority that he holds. To use an imperfect analogy, it's similar to how many Americans view the White House. We don't always like who holds that position, but the office and institution itself commands respect.
Likewise, a wife should honor her husband's position, the authority and responsibility he has, and obey him.
There's also the element of him earning it. To be a man worthy of his wife's submission. A husband should work to ensure he is such a man, and do his best to maintain it. Since we're all imperfect and will have "off" days and weeks, when the latter is lacking, fall back upon the former.
Obey and honor him.
Because if you don't, if you say "I'll only obey when he's worth it" then he can do the same with you. I'll love you only when you're lovable. I'll provide only when you're appreciative of my efforts, and frugal with my money" and on it goes.
Now, even with his authority, a wise husband seeks his wife's counsel. His is the final word, yet his wife may have ideas that are better than his, and he may choose her way. It's his choice, but he should seek out her opinion and consider it.
It does not diminish his authority to hear her out, weigh what she has to say, and hear her thoughts on any matter, should she wish to share it.
Do so in a tactful and polite manner. Ask questions without "questioning" him in a certain tone. Respect who he is as your head and the authority over you.
Each of you daily using your gifts and traits on behalf of the other, creating a stronger, healthier, more vibrant relationship and marriage.
