12V banks voltage out of whack

Chinese (faulty) BMS drained bank 1 (3.7v out of 12v) in this 3S 12v to 1.5V (bank 1 of 3).

How can I charge just this bank? Really don't want to rip apart and tear off all the nickel to individually test each cell.

Cell is still intact like this. Or is bank 1 (positive end) a goner? Can I hook up a 4V power supply to bank 1 and 2 to charge JUST this bank? I tried but voltage drops back to 1.5v(ish).
