How long should the blank part of the film be before the actual frames?

Long story short. I have a 16mm reel that has 3 feet of blank film before the actual frames. I sent it in to get transferred and they sent it back saying it was blank because they didn't take the time to run it.

What length can I cut the blank part down to, to keep them from doing this again?
