Muscle loss on 1200?

So I'm 5'4 and 125 pounds. My goal weight is 110 pounds. I am sedentary due to being unemployed. My maintenance is about 1500 and I am eating 1200/day. Though the scale is moving down slowly, I still feel "flabby", I'm worried that my muscles are wasting. I sit at my desk all day. I do have a spin bike but have no energy to workout or lift weights. Has anyone experienced this? Should I keep eating 1200 until my goal weight, then workout?
