Who is right in this situation?

I was playing a USTA singles match, and my opponent served, went into the net. The ball is laying about a foot from the net, she decides not to pick it up, and does her 2nd serve. As we are playing the point, the wind picks up and blows the ball laying on the ground into the middle of the court, and she stops the point, wants to replay from 1st serve.

I do let her, but I wasn't really sure about the rule. On one hand, its her fault for not picking up the ball. On the other hand, the wind was pretty unexpected and its better to stop the point than risk injury.

What's the correct ruling in this situation?
