So I was having Random Thoughts and a balance ideia came out

What if W spells had a level tier? I mean te ideia came to me as I was remembering Lv2 Redemption then I realized that w tier spells didn't scale, so what if like every time you lv ult the spells tier went higher ? Like, Lv 1 - 6 only summoners, lv 6 - 11 summoners and legendary itens, lv 11 - 16 summoners, legendary itens and Mithical itens.
