What is the Difference in Streaming Tech being used by the Xbox App vs the Console Companion App on PC?

I'm still using an XBOne so I can thankfully use the Console Companion app, but "Eventually" I'll want to update, and every console streaming experience with the Xbox App has left me more and more worried about that future. The idea that by buying a newer and more expensive piece of hardware will give me a DRASTICALLY poorer in home streaming experience is incompatibly backwards. -.-

"Supposedly" the Xbox App has enabled local network streaming, but if that's the case, it's doing so via some kind of horrible protocol that wasn't being used by the Console Companion App. What's the scoop here? Based on the way the Xbox App Launches the stream (Similarly to the way it launches Xbox Cloud Games), it appears that they're jumping from my Xbox, to their Servers, and then back to my PC. And the performance I'm getting seems to back that up. While the Console Companion App is buttery smooth every time, and it launches quick too.

Beyond that, the way the Xbox App interacts with the console is different. If I connect to my console from it, the console lights don't flare up (Like they do when I'm connected via the Console Companion), so the console "Appears" to still be in Standby mode, even though I'm streaming from it (Though the Console Sends a "Power On" signal via HDMI, turning the TV on, so that's a bug that needs to be squished). Which is cool, but not cool enough to be worth the absurd performance hit.

The best guess I can come up with is that this is being built up in such a way that I can stream my console from home to Anywhere, which is cool, but if that's the case then either fall back into a true local streaming mode when on the same network (Cut out all the cloud nonsense), or let folks use their Console Companion Apps on both consoles and leave the Xbox App to those who want remote home streaming.

Is there any documentation that outlines the different approaches being used behind the two apps, and maybe some writeups about Why the Xbox App is being forced where it doesn't work as well?
