Gas meter installation

I bought my house new construction with a ventless gas log fireplace. The fireplace only runs on natural gas and the builders didn't install a gas meter for the fireplace. At the moment it's just decorative, but I'd like to make it functional.
Piedmont natural gas wants $1000 upfront to install the meter. Is here a third party company I can contract to do this job or does PNG own the line and they and/or their contractors are the only ones who can do this installation?
