Seeking some restaurant for dinner advice for a friend's birthday

Hi. I used to live in Wichita and I'm in town visiting a friend. It's her birthday and I'm near broke (been job hunting passionately yet no breakthrough). What are your best recommendations for a decent, fun dinner for $25 ( have a Visa gift card and can likely cover the tip on my own)? I realize it's asking a lot. Not asking for a 5-star, 4-star atmosphere. Maybe a great hole in the wall?
