Usually this is an adj used to describe someone when they're doing something under the guise of it being good/harmless and yet it's quite transparent that they have other motives behind it (usually malicious/nefarious).
I've thought of adj like: transparent, blatant, obvious but I feel like they're not the word I'm looking for.
Edit:
Now that I think about it, I think maybe I'm just imagining the word. The closest to the idea I was thinking is "it's so apparent what she's doing" but I thought there was an adjective that would describe the person herself. Like: "She's so see-through/transparent", but usually "transparent" in that sense would be more of a positive thing and I was looking for the negative version.
Edit 2: thanks for the responses everyone!
Blatant, disingenuous
