New to web design. How important is original design/code?

Trying to develop a website for myself utilizing html/css/javascript, and I realized that it's easy to just take code for, let's say, a static header where the page scrolls beneath it.
Is that common for web designers? Or would it be wiser to develop it on my own? I understand that some people develop code that requires a license to use, but others may be posting them for free or as solutions to others' questions.
