I was going for the feel like from the beginning of hedwig’s theme. It’s at 130-140bpm. (I want it to sound chaotic and ‘messy’)

You're not going to get an ensemble to play that at 140bpm unless you have access to like a professional scoring orchestra. No way a community orchestra/amateur ensemble/group of buddies at college is playing this, and no way professionals are playing this without being paid to do so.

So basically it depends on if you want this played in real life or not.

If you make it a scale instead of an arpeggio, a community orchestra could flub it and get it pretty close doe.
