AT&T 3B2 restoration mystery deepens: Why is this chip hot?

In the process of trying to get my 3B2 running, I removed the four port serial card - which was strangely warped in the back corner. Underneath the card is... Corrosion? Maybe? Tried starting it again, still the same power/diagnostic light solid on. Interestingly enough, my machine appears to be an early production model, as the system board has a 143D processor board in place of a WE32100. However, after power off, I noticed a very odd amount of heat coming from this NEC chip and blue chip. The NEC D7261D appears to be a hard drive controller; the LPSLDM-60 appears to be a logic delay module... Maybe one, or both, have failed? Maybe that's why my machine can't run diagnostics? Would love to hear any opinions here!!
