Keep getting loading icon when trying to transfer money

I am trying to pay a friend back, but venmo just keeps giving me the loading icon when it is looking for my bank.
I have tried uninstalling and reinstalling. I have tried to link my bank account back, but that just keeps giving me an error as well. I have tried restarting my phone.
Is the service down or has anyone else ran into this problem and know of a fix?
