Does UW needs standardized anti-cheating policies?

From my experience, they would help a lot. It's the simple things. For example, no talking until everyone hands in their copy of the test.
There have been several tests/finals now where I've seen and heard people help each other out after the exam is finished.
I'm also interested in hearing if standardized policies are potentially detrimental.
