How do I instigate a civil war?

I'm playing as Rome and I'm trying to get the achievement where you choose not to establish an empire. I figured that if I got my support low enough with the senate then there would be a civil war so I killed off statesmen and bribed them until I got 1% senate support. Nothing happened. I have max imperium and am using radious. What can I do to encourage a civil war?
