Trying to access the console with ue4, and it just will not work

Me and my father are attempting to have outer worlds run the console, and upon searching for guides and watching multiple videos, and doing it to the letter of what they state, it just will not work. I’m unsure if it has to do with the version of windows, or the version of the game, but I would like to ask if anyone else had a similar problem when doing this, and if you knew how to fix it.

The windows version is windows 10, and the game version is the gamepass one. Any other info for helping figure this out I can provide.
