PC turns on and of repeatedly.

I purchased a new monitor for my girlfriend's PC so she could have 2 monitors. she was using it just fine while i was setting up a mount, she turned it off, i started setting stuff on the desk and then when i plugged in the display cable from the monitor to the PC, nothing was appearing on either monitor and I noticed that her keyboard wasn't lighting up. I looked inside to make sure it was working and saw that the case fan, CPU fan, and RAM sticks would turn on for 2 seconds, then turn off, then turn on for a couple of seconds, then turn off. It did this about 2 more times before remaining off. I unplugged the display cable out of the PC to try and that didnt work.

I tried turning off and on the switch of the power supply and nothing. I even tried unplugging the power cable and replugging it and it's still having issues. I tried looking up any solutions and saw to either reinstall the RAM sticks or take out and put the little battery back in but I wanted to see if there were anything else I should try out before I lose my mind
