I dont know what my monitor problem is! Need help discovering it.

The monitor i used for a long time now died, so meanwhile i get a new one (which will probably be some months from now) i grabbed an old monitor (for the sake of detail, its about 5 or 7 years old, probably used only for 3 or 4 years) which was being used 1 year ago, its a 4:3 monitor and it presents this all the time, the monitor works flawlessly but it has that all over the screen all the time, except when its physically turned off.

The problem isnt there when i record my screen, or when i take a screenshot, but it is there from my perspective. Another thing to remark is that when the background isnt black (for example, white) you can see this little dots on the screen, its bothering me a lot since i usually see all the little dots everywhere, i would finally want to say that the problem was present 1 year ago, when it was last being used, but it was at a much smaller scale, just the northen region that had a small patch that wasnt noticeable. Now the problem seems to have grown and it hasnt being used in a while. Would really aprecciate some help and/or suggestions to what the problem is and how to proceed, thanks in advance.
