Looking for a good option to help change bugeye's ride height

currently i've been looking at evening out my impreza's ride height, yadda yadda old owner, now the back sits an inch off the wheel and the front is 3-4 inches between it.

I'm on a budget, IE: $1700 coilovers are not an option.

I've read that the better way might be to buy a good strut and buy springs that fit my ride height specifications? I've looked into Tokico Hp series but cant find a place to buy them and do more research, and I read elsewhere that Excel G's aren't actually all that good. Help a noob like me avoid ruining my car for more low if you got any tips :) (02 Impreza rs)
