I'm still fighting for SSI, and have NO other forms of income or assets at all. Will I qualify? Possibly, but will have to pay it back?

I just read up on stimulus payments directly from the IRS website, and I may in fact qualify. I'm just not 100% sure, though. My scenario is this: I am still fighting for disability. I have nothing else: No "under the table" gigs, no side jobs, no assets (no vehicle, house, rental properties, etc), no online jobs, nothing illegal, no dividends, nothing. Yes, I know it's not ideal, but this is how it is right now. Would I still qualify?

My other question is this: These stimulus payments aren't just free money as far as I know. Aren't people going to have to pay it back at some point? If that's the case, wouldn't I be shooting myself in the foot if I filled out my info on IRS.gov? I am not in a position to pay anyone to anything right now.

Side note: Please refrain from commenting about how I need to stop mooching, get some gumption, stop being entitled/lazy/etc. This is not the time for a witch hunt, and any feasible solution you might offer is most likely something I've already tried more than once. My state chose not to expand Medicaid, and I know this because I have spoken to multiple lawyers, multiple Health Insurance Marketplace phone reps, and multiple Health Insurance Marketplace supervisors. Please do not make this a political debate. Please just answer my questions if you're able, or move on to a different post.
