What is the best paper and tool to create a stencil with?

Iām planning to spray paint something on a wall and I was wondering what paper I should use to make a stencil for it, the best method so nothing leaks outside the boundaries, as well as what tool I need to use to cut the stencil.
Ideally this would be something I could print out and cut with a knife. Links to relevant guides would be much appreciated as well. Thank you.
