Is there a mod that makes the factions consider distance and resources spend when sending out fleets?

So this is now my third attempt at starting a colony in a playthrou and it always just goes to shit.

Due to being commissioned some factions always just hate you even though you havent been even near them.

Now when I start a colony its just a incessant stream of invasions, raids and saturation bombardments against it.

I went and looked if those Raids could ever be worth it for the AI vs a size 3/4 colony.

The resulting time traveling was about 100 days, fuel used 50k to 100k and then all that to attack a fortified level 3 colony that has an orbital station.

Total cost of a Raid ended up being around 100k to 200k cost of opportunity.

I tried the same style of Raid vs a level 3 colony and got around always below 50k in resources.

So why doesnt the game take diatance/costs into account? Its one thing to send an expedition to the Penelope system, its another one to send it into the far reaches of the outer rim.

So is there any mod that gives the AI an accountant that smack it when it wants to launch unprofitable attack fleets?
