Designed my own logo, need advice on resizing them

I created my own business logo and it looks great at the resolution that I created it in. For obvious reasons, when I resize it, it loses clarity if not downright fuzzy. I asked over on the graphics design subreddit and they just told me to convert it to a vector file but I don't have the software for that. (And from what I understand, the software is fairly pricey. In any case, I don't want to buy software to do something one time.)

I'm using Pixelmater on my macintosh. Pixelmater is very much like Photoshop, has nearly all the same tools/functionality. So if you only know Photoshop, go ahead and advise what you'd do, and it's likely that I'll figure out how to do the same thing with Pixelmater.

So the original one I did is 2527 x 1520 at 300 resolution. It turned out perfect on some table runners I had printed. My shop website (shopify) recommends that the logo in the site header be 180 x 100. I shrank it as much as I could while losing as little definition as possible and got it to 221 x 133, but it still looks noticeably fuzzy.

Is there a way that I can do what I need to in Pixelmater? I'm willing to create a small sized version from scratch if that's what's needed. I'm just not sure how. I crafted it from a public domain clipart and then customized it by removing some stuff and hand-drawing new details. I can do the hand-drawing again of course, but I don't know how to resize that clipart base image.
